PROBLEM TO BE SOLVED: To utilize a high-level parallel processing system for the request of application processing to be excluded by minimizing standard deviation in the number of limited routes at respective source and destination switch chip pairs. ;SOLUTION: By setting the number of route limitations from respective source switches 730 in a network, the number of limited routes among respective source and destination switch chip pairs 0-3 so as to minimize the standard deviation concerning the number of routes left without being limited among all the source and destination switch chip pairs 0-3 to the network.
