PURPOSE:To give a piece of advice quickly and properly so as to complete an optimum LSI complying with the request of a customer by providing the following: three knowledge bases in which various kinds of information such as a data base on a standard product (a macrocell), a data base covering similar products of the standard product and the like have been stored; and a knowledge base control mechanism which controls them. CONSTITUTION:On the basis of the knowledge in a database 2, an inference engine 7 judges individual items on the basis of a selection rule base, estimates a standard product which meets the request, e.g. the internal constitution of a chip, an enclosure (including the number of terminals), a schedule, an application or the like, from a customer requiring a full-custom LSI, and outputs a message regarding the proposal of individual constitutions inside a chip, a schedule, a price and the like. When the standard product cannot satisfy a desired product on the side of the customer, it is judged whether a macrocell to be registered newly in a standard library must be developed or not. When it must be developed, a similar product used as a base for the development is retrieved in a data base 3 on similar products. A knowledge to which a product similar to standard products in the database 2 can be accessed from various angles (function, performance, characteristic and the like) has been stored in the database 3.
