PROBLEM TO BE SOLVED: To limit a computer where a computer software is installed, through a simple method for specifying the computer where the relevant computer software is used, and to easily limit the usage of an information medium prepared by the specified computer for the other person without permission. SOLUTION: Arbitrary set time (t) is inputted from a clock circuit 27 by a data setting means 25, and this set time (t) is transmitted to an enciphering means 28. The enciphering means enciphers numerical data composed of the set time and sets time data tx and these data are transmitted to the setting means 25 again. The setting means outputs the time data tx to both an install PG (FDD, for example), and a memory 29 of a specified computer 26 and stores these data. Further, when installing the computer, the time data tx stored in both the install PG and the memory 29 are collated by a collating means 30 and only when both the data are coincident, following install operation is enabled.
