PURPOSE:To purify water such as polluted water or sludge in low cost and to efficiently solidify a solid substance by adding a size having a carboxyl group and a salt containing a metal ion substituted with H of the carboxyl group to polluted water under stirring. CONSTITUTION:Sludge recovered from rivers is received in a stirring container and, for example, CMC having a carboxyl group and a salt containing a metal ion (e.g., calcium chloride) are added to said sludge to be mixed therewith under stirring. Concretely, when sludge (muddy water) W is introduced into a stirring tank in such a state that the opening and closing valve 2A of a sludge dehydrating apparatus 1 is closed and a stirrer 4 is operated, the sludge W is stirred. Therefore, a size and a slat are charged in the stirring tank 2 to carry out stirring for 5min. The water falling in a dehydrating cylinder 3 flows out of water passing holes 3B... to be recovered by a receiving tray 5.
