PURPOSE:To provide the title additive intended to improve the corrosion- inhibitory effect for reinforcing steel, containing, as the essential ingredient, a specific diphosphonic acid derivative. CONSTITUTION:Cement is incorporated with (A) 0.01-10wt.% of at least one kind of diphosphonic acid derivative of the formula (R is 1-21C alkyl, alkenyl, arylalkyl or aryl; M1-4 are each H, basic nitrogen-contg. compound or metallic cation) and, if needed, (B) such ingredient(s) as rust preventive like a nitrate or amine, fine aggregates, coarse aggregates and/or superplasticizer.
