PROBLEM TO BE SOLVED: To obtain a permanent wave treatment liquid which has no worry for damaging scalp and hair by overtime and irritating the eyes in permanent treatment and able to prevent surface roughing of hands of the personnel by moderating the stimulation on scalp and hair, a permanent wave treatment method using the liquid. SOLUTION: The method comprises 1) washing hair with a shampoo, 2) removing water with a towel, 3) applying a 1/1 mixture of sobasyochu (a spirits of buckwheat) and a primary liquid, 4) winding the hair on rods, 5) covering the head with a cap and leaving for 30min which is the waiting time of the primary liquid, 6) applying the second liquid on hair wound on the rods and leaving for 15min which is the waiting time of the secondary liquid, 7) remove the rods, washing down the permanent treatment liquid with hot water and 8) removing the water with a towel and comb and arrange the hair.
