A water cutoff device 20, which is coupled with a water cutoff rubber 28 and an adjusting nut 29 pressed when the water cutoff rubber 29 is screwed to the pressing nut 22, is inserted into an outer casing 10 drilled with anchor holes on the outer periphery between both ends of the shaft 21 for the extracting work. The water cutoff rubber 28 of the water cutoff device 20 inserted into the outer casing 10 is pressed to the inner wall of the outer casing 10, the outer casing 10 is extracted while the internal pressure of the outer casing 10 is maintained, the eruption and outflow of the underground water, cement milk, and sediment is prevented, and the collapse of a hole wall is prevented.;COPYRIGHT: (C)1996,JPO
