PURPOSE: To obtain observation data with delay in a short period of time even at the time of providing an underwater station at a deep sea floor. ;CONSTITUTION: A data transmission buoy 12 is provided at an underwater station 11 so as to be detachable, and an observing device corresponding to sea floor observation and a data transmitting part which transmits data from the observing device to the data transmission buoy 12 are provided at the underwater station 11. Also, a data storage part which stores the data transmitted from the data transmitting part, and the data transmitting part which transmits the data stored in the data storage part to a communication satellite 13 when the data transmission buoy 12 emerges on the surface of the sea are provided at the transmission buoy 12.
