PURPOSE:To lessen the exudating water treatment at a waste disposal site. CONSTITUTION:In reclaiming a waste disposal site 1, a waste shielding sheet 3 is spread on the site while having a sand mat layer 2 under it. An external water collecting and discharging channel 4 is built in the most bottom part of the disposal site 1, and an internal water collecting and discharging channel 5 in its inner bottom part. Wastes 6 are successively thrown to the water shielding sheet 3 and the wastes 6 are spread and levelled by a bulldozer 11, etc. At that time, a highly water-absorptive sheet 20 is spread on the wastes 6 in the part where they are not yet spread and levelled by a bulldozer 11. The highly water-absorptive sheet 20 is made of highly water-absorptive fibers which are processed into woven fibec or nowoven fibec, and the fibers are swollen until their diameters become 10 times larger-sized when they absorb water, and they do not release water even if pressed by some high pressure but release water when exposed to solar-rays and their water absorptive properties are recovered.
