PROBLEM TO BE SOLVED: To improve an accident/failure judging accuracy and reduce labor required for preparing hypothetical cases. ;SOLUTION: A power system condition output from a preaccident system condition inputting means 6 and the content of an accident/failure output from an hypothetical accident/defect content generating means 7 are input into a system/protective device simulator 8 and then the operations of a power system and a power system protective device which correspond to the content of an accident/defect are simulated to generate hypothetical cased 2. Based on the hypothetical cases 2, the contents of accidents in the power system and in the power system protective device are hypothetical by an inference method generating means 3 which generates a reasoning method based on the supposed cases. Then, according to the condition of the power system such as the current, voltage, etc., of the power system which are known from the information 1 input when an accident occurs in the power system and the operating condition of the power system protective device and the estimation of the inference means, the content of the accident/defect is judged by a judging means 4 which judges accident/defects based on the inference method determined by the generated hypothetical cases and a judgment result 5 is finally output.;COPYRIGHT: (C)1997,JPO
