In line with progress in semiconductors and recording and transmission technologies, an error correcting capacity is enhanced by enlarging a size of an entire Reed Solomon error correction product code block with a redundancy rate kept constant. Unlike the way a Reed Solomon error correction product code block of (M + PO) x (N + PI) byte is conventionally constituted for information data of (M x N) byte, a Reed Solomon error correction product code block of (K x (M + 1) x (N + P)) bytes is constituted (A, B, C) for information data of (K x M x N) bytes so that K is made variable to make a size of an entire Reed Solomon error correction product code block variable, thereby enabling changing of an error correcting capacity substantially in proportion to K without increasing the redundancy rate.
