A traffic alert warning system and method is provided for transmitting a roadcondition message to operators of vehicles when the system determines that a frequencychannel to be used in broadcasting the message is not being used. The traffic alertwarning system includes an activity level monitoring circuit for measuring the communicationactivity of the frequency channel, a channel availability logic circuit for determiningif the frequency channel is available for transmission, a storage unit for storing a roadcondition message, and a transmitter assembly for transmitting the road conditionmessage.
