SYSTEM AND METHOD FOR PROVIDING BACKUP PROTECTION IN A POWER SUBSTATION

The present invention is directed to a system and method for providing backupprotection for the failure of a relay and circuit breaker in a feeder which issimple to implement and requires minimal space requirements. A programmablecontroller is coupled to the feeders of a power substation including thecircuit breakers and relays. The programmable controller detects when a relayhas failed to detect a predetermined condition (Fig. 3a, 100) and enables abackup protection to provide a signal to the circuit breaker associated withthe failed relay to cause the circuit breaker to trip (Fig. 3b, 120). Theprogrammable controller also is coupled to detect the failure of a circuitbreaker to open on command and generates a command signal to all circuitbreakers coupled to the programmable controller to open. The present inventionalso provides a system and method for integrated reclosing of circuit breakersin a power substation. The programmable controller is programmed to detect theopening of a circuit breaker and initiate a reclosing window during which timeit can generate a command signal to the opened circuit breaker commanding itto close.
