A decision support apparatus for emergency operations is provided to support in order that each post of local governments and the associated organs can quickly and accurately take measures against occurrence of a disaster such as a natural calamity or an unexpected incident. In addition, a computer-readable recording medium is provided to store therein an execution procedure for supporting decision making at the time of disaster. This execution procedure includes the steps of accepting (201) an input of disaster information at the time of disaster, making decision support information on the basis of an emergency operation rule previously stored, the accepted disaster information and history information of decision making actually executed at the time of past disasters, supplying it as proposed decision support information for decision making, and accepting an input of actual decision making by the person in charge. The decision making actually executed at the time of disaster, if stored as decision history, can be reflected in the later decision making.
