The present invention relates to a method for suppressing corrosion and scale by adding a water treatment composition to wastewater and cooling water systems, and in particular, containing zinc salts, orthophosphates, polyphosphates, phosphonates, azole compounds and acrylate copolymers. It relates to a method of adding a water treatment agent composition to suppress the corrosion and scale formation of the drain pipe due to the wastewater discharged water and to recycle the wastewater discharged to the cooling water.;The addition of the water treatment agent composition of the present invention is effective in preventing scale and inhibiting the scale that may occur in various industrial water pipes, and may be used as an open or closed circulation cooling water system and a daily cooling water system. It is especially effective for water treatment of open circulation cooling water system with high corrosion tendency and high scale tendency.
