The present invention relates to a resin treatment solution which is coated with an electrolytic galvanized steel sheet and then coated with a thin film of a water-soluble resin solution. The present invention relates to a urethane system having an acryl, ether and ester carbonate diol as a main chain and a urethane bond at both ends thereof. 3-50 phr of an epoxy resin emulsified in water having a number average molecular weight of 400-4000 is added to the resin, and a melamine resin, which is a curing agent, is added to 5-80 phr of the total resin content, and a colloidal of ph8-10.5 is added thereto. Disclosed is a method for preparing a water-soluble urethane epoxy resin solution for a chromate-treated zinc alloy electroplated steel sheet, wherein silica is added in an amount of 10 phr or less relative to the total resin content, and a colorant is added in an amount of 1-2 phr relative to the total resin content.
