The present invention relates to an ATM-based personal mobile communication network consisting of a broadband personal mobile communication (PCS) technology and an asynchronous transmission mode (ATM) as a backbone network. The present invention relates to an adaptive handover protocol in a mobile network that enables faster and more accurate processing of tracking and rerouting by a calling party and a called party. Then, the entry exchange notifies the entry exchange of the mobile subscriber's position in advance, and at the same time in the HLR of the entry exchange. While updating the information, the entry exchange establishes a virtual connection between the mobile subscriber and the base station. Location registration changes and tracking methods that reduce the location translation overhead by performing rerouting while tracking the location of mobile subscribers, and some of the initial routing (branches) instead of newly setting up the initial routing in the ATM backbone network. By reusing the link from the exchange to the destination exchange, newly setting up only the minimum rerouting path, it is effective to perform fast handover processing.
