There is provided an apparatus and a method configured to be capable of providing a decoded picture almost identical to a raw picture to be encoded. In particular, correction data having pixels less than the number of pixels of the raw image is calculated by performing a predetermined calculation using pixel values for pixels of each block of the image and mapping coefficients corresponding to the class of that block. Then, based on the correction data, a predicted value for the source image is calculated in the local decoder. Then, in the error calculation unit, a prediction error with respect to the predicted value of the source image is detected. In the mapping setting unit, the mapping coefficient corresponding to the class of the block is changed based on the prediction error. By repeating this process, the mapping coefficients to be generated when the prediction error is smaller than the predetermined threshold value are obtained. Thus, the number of pixels of an encoded image is minimized by including mapping coefficients instead of at least several image information.
