SUBSTANCE: method includes passing by parallel flows of treated water with finely dispersed carbon through diaphragm electrolyzer with anode filled with ferrous particles with concurrent effect of electric current on the flows and bubbling of gaseous substances liberated on anode through settled water prior to its discharge and separated finely dispersed powder is directed to stage of pretreatment.
