FIELD: agriculture. SUBSTANCE: artificial seed has dry or dried meristematic tissue, solid substrate and protective enclosure around base. Substrate has depression for accommodating meristematic tissue, with volume of depression being selected so as to provide contact of meristematic tissue with ambient air. Protective enclosure partially covers substrate while maintaining contact between tissue and ambient air. Method involves placing meristematic tissue 1 in depression 2 within solid substrate 3 enclosed in outer film layer 4 so that protective enclosing layer 5 is arranged between substrate 3 and film layer 4 and layers 4 and 5 do not cover top part of substrate 3, which makes cylindrical part of cellulose filter; dehydrating meristematic tissue prior to and upon placing it onto substrate 3.
