PROBLEM TO BE SOLVED: To accurately forecast an odds-on-favorite race, a medium hit race or a great hit race by calculating the degree of confusion of a race based on its odds and forecasting whether or not the race becomes the great hit race based on the calculated degree of confusion. ;SOLUTION: A data acquisition part 1 acquires the odds of at least a winning system and a forecasting system, and an odds table generation part 2 generates an odds table. A confusion degree calculation means consists of a standard deviation calculation part 3, a coefficient-of-variation calculation part 4, an abnormal odds calculation part 5, a dislocation calculation part 6 and an odds change form calculation part 8 and then calculates the standard deviation, the coefficient of variation, the abnormal odds, an odds dislocation, the odds zone sorting, an odds change form, etc. A forecast part 9 performs the general judgment of each individual judgment based on various information acquired by the confusion degree calculation means and forecasts whether or not the race becomes the great hit race.
