PROBLEM TO BE SOLVED: To stably support a pipe and a cable in the central part of a sectional view for a through-wall cylinder, body and further to uniformize the extent of charging thickness from an opening end face of the cylinder body, making a fire-resistant agent fillable, thereby securing the maximal fire resistance by means of a minimal quantity of the fire-resistant agent. SOLUTION: A half-split structural partition wall formed body S1 (S1a), which is equipped with an elastic valve capable of opening or closing itseld by its own elasticity, in order to a pipe and a cable in the central part of a sectional view of a through-wall cylinder body A1, is formed there. Then, after the pipe and the cable are inserting into the cylinder body A1 piercingly arranged in a fire-limit wall W, a charging space B for a fire-resistant agent F is formed by the elastic valve entered in the inner part as far as a proper distance from the opening end face.
