PROBLEM TO BE SOLVED: To provide a production process for a soil microorganism metabolite liquid that can secure the adaptability of the microorganism to the regional environment and can be readily stabilized through a simple process, and to provide a apparatus therefor, an organic waste water disposing method and the apparatus therefor. SOLUTION: Autochthonous microorganisms are allowed to act on mineral- containing water and the microorganisms are treated under exposure to the air to obtain the objective metabolite solution of soil microorganisms mainly containing the activated autochthonous microorganisms and their metabolites. The autochthonous microorganisms are fed by the humus soil intrinsic to the region and the porous bodies 4 suitable for the microorganism to live in and an anion for adjusting the pH of the culture medium to the neutral are allowed to act thereon together.
