PROBLEM TO BE SOLVED: To realize a predetermined ice and snow melting function by using a small amount of ground water by suppressing irregularity in ice and snow melting by reducing the temperature difference between an inlet portion and an outlet portion. ;SOLUTION: A ground water pumping-up equipment 4 for forcibly supplying ground water pumped up from an underground well 5 is connected to a radiating panel 1 for ice and snow melting in which a radiation water channel 3 is formed for forcibly flowing ground water through a pump 2. And a ground water forcibly circulating channel 8 is provided for circulating part of ground water after passing the radiation channel 3 in the water channel to the inlet side and also recirculating it thereafter.;COPYRIGHT: (C)1999,JPO
