PROBLEM TO BE SOLVED: To provide a non-interference controller which prevents reduction in a loading efficiency of high priority work in a carrier system which conveys a heavy load based on a work instruction plan with several overhead cranes which travel on a same rail. ;SOLUTION: This controller comprises a first prediction means 2 for crane operation which predicts crane operation of all work instructions from a work instruction plan, a first interference detection means 3 to detect the possibility of an interference, a first interference dissolution means 4 to dissolve an interference according to the priority of work, and a transmission means sending a command to a crane.
