PROBLEM TO BE SOLVED: To provide a non-residue treatment system and composing treatment system in which purifying treatment of garbage or sludge using intentionally given microorganisms can be effectively and easily performed and also the garbage is heated using solar heat of low energy cost and thereby strains or thermophilic bacteria and/or photonutritive bacteria by which garbage can be non-residue treated can be activated. SOLUTION: A garbage fertilizing treatment system 40 equipped with a solar water heater is provided with a solar water heating device 42 for obtaining hot water by sunlight, a hot water tank 44 for storing the hot water obtained by the solar water heating device 42, a fermenting decomposition device 46 in which strains which are those that can be non-residue treated, for example, those having property of being activated at a temperature of 50 deg.C or more and garbage are fed and mixed, and are cared for a prescribed period of time while feeding air, thereby the garbage is fermented and decomposed, and a controller for selectively introducing the hot water stored in the hot water tank 44 into the fermenting decomposition device 46 to enable heating a mixture of the strains and garbage to a temperature of about 50 deg.C or more at which the strains is activated.
