PROBLEM TO BE SOLVED: To use water as a heat storage medium and furthermore to use solar thermal energy as a heat source. SOLUTION: A floor body is constructed such that a gap layer is formed between a floor member 1 which constitutes a surface layer and a receiving member 2 which constitutes a lower layer, the gap layer is partitioned by partition members to define space portions, and containers 4 filled with water are accommodated in the space portions. A solar heat collecting portion 5 which is provided with an air ventilating layer 5a is disposed in a roof of a building. The air ventilating layer 5a is related with portions of containers 4 filled with water by means of an air distribution system 6 which circulates in the building. Furthermore, the air ventilating system 6 is provided with an air inlet 6a and an air outlet 6b. Still furthermore, the air ventilating system 6 is made of a closed circulation path and the building is a two or more storied building. In addition, by disposing the solar heat collecting portion 5 which is provided with the air ventilating layer 5a in the roof of the building and making the air ventilating layer 5a relate with portions of containers filled with water by means of the air ventilating system which circulates in the building, a cooler is interposed in the air ventilating system.
