PROBLEM TO BE SOLVED: To keep the consistency of data even when the flow of work is irregular or goes back a lot and to report the change of information by the unit of information matched with respective tools by converting the unit of the information between the tool and a database. ;SOLUTION: The tool 11 and a design information database 18 handle design information by the different units matched with respective using purposes. By reflecting the change of the design information in the tool 11 on the design information data base 18, even when a work process is irregular or goes back a lot, the consistency of the design information is kept. Change contents or the like exchanged between the tool 11 and the design information data base 18 are converted to the unit acceptable to a receiver. Thus, since updating contents in the design information data base 18 are reported to the tool 11 by a grain size matched with the tool 11 and the need of exchanging many of the information of the unit subdivided for one change is eliminated, the communication amount is reduced.;COPYRIGHT: (C)1999,JPO
