PROBLEM TO BE SOLVED: To improve the thermal efficiency of a plant. SOLUTION: Sea float equipment 2 which mounts a nuclear reactor building 8 housing a nuclear reactor system 7 and a turbine building 10 housing a turbine system 9, a platform 11 wherein the sea float equipment 2 is incorporated, a marine current shifting device 26 provided on the upstream side from a marine current of the platform 11, anchors 29 for mooring the platform 11 at a base rock 28 of the seabed by using wires 16, a deep water conduit 17 inserted into the water to the depth of about 700 meters from the platform 11 and a feed water pump 18 pumping up seawater through the deep water conduit 17, are provided. The seawater pumped up by the feed water pump 18 is transferred as cooling water of a condenser 29 of the turbine system 9.
