PROBLEM TO BE SOLVED: To generating plotting data while minimizing a measurement error by determining as final coordinate values a correction or reformation coordinate value matching a reference point coordinate values according to the coordinates of intersection of constituent members of the existent structure. ;SOLUTION: The intersections of the respective constituent members are found from the photographic image (S0, S1, and S2) and the elevation angles and tilt angles of the respective intersections are calculated (S3). Then the orthogonal three-dimensional coordinate values X, Y, and Z of the respective intersections are calculated (S4) and three-axial rotational corrections are made (S5). Then the correction angles of the respective intersections are found on the basis of the constituent member having the smallest measurement error and corrected coordinate values are calculated through three-axial rotation (S6). Direction reformation of the respective intersections is performed on the basis of the intersection having the minimum measurement error in the Z-axial direction to obtain reformed coordinate values (S7). The reference coordinate values are corrected (S8) so that they are on a recurrence straight line found by statistical analysis from the corrected and reformed coordinate values. The reformed coordinate values when the reference coordinate values matches the reference coordinate values before the correction are determined as final coordinate values and outputted as plotting data (S9, S10, and S11).;COPYRIGHT: (C)1999,JPO
