PROBLEM TO BE SOLVED: To provide combination of form rolling tools favorable in suppressing trace of tooth space left behind as dents in a form rolling gear, and the form rolling tools. ;SOLUTION: A first form rolling tool 1 of gear shape in which a plurality of first gear-like projections 2 are arranged in a row in the circumferential direction is combined with a second form rolling tool 4 of gear shape in which a plurality of second gear-like projections 5 are arranged in a row in the circumference direction. A tooth crest 52 of the second gear-like projections 5 of the second form rolling tool 4 is retracted from a tooth crest 22 of the first gear-like projections 2 of the first from rolling tool in the centripetal direction, and is provided with a recessed area E.
