A length (d) of the three-dimensional waveguide is so set as to attain d×Δn=(2m+1)λ/4 when the difference between the refractive index in the arraying direction of the mesogen groups M and the refractive index in the direction perpendicular to the arraying direction and the progressing direction of the incident light is defined as Δn, the wavelength of the incident light as λ and (m) as an integer of large than or equal 0. The constitution of the converter to a small size without utilizing the physical effects such as those of the conventional converters is made possible.
