PROBLEM TO BE SOLVED: To easily confirm an accounting state such as proper toll collection in an accounting object area. ;SOLUTION: Onboard equipment specifies the position of a vehicle from a GPS signal and reports an ID code and car type information or the like (544) and when the certified result of a report is received (546), it is judged whether the vehicle is certified normal or not (548). When the vehicle is not certified as a normal vehicle, a lamp for monitor is continuously flickered (550).
