PROBLEM TO BE SOLVED: To allow a combined operation without manual action. SOLUTION: A power controlling device 10A outputs load command signals to load controlling devices 8, 9 with distributing the signals so that a water level signal of an intermediate pond 2 is in a desired level and summation of power output signals from service machines is total load requirement output signal, and outputs the load command signals to the load controlling devices 8, 9 so that they can control a test machine. An operation controlling device 20 outputs load command signals of the registered test machine and the total load requirement output signal to the power controlling device 10A, and, during load adjusting operation by a feed control station, outputs the total load requirement output signal, which is increased or decreased by load adjusting signal amount inputted to the load command signals of the test machine and the total load requirement output signal, to the power controlling device 10A.
