PROBLEM TO BE SOLVED: To make it possible to make a detected car speed coincide with a target speed in the course of acceleration or deceleration, and to prevent a bad influence on fuel consumption, exhaust gas, etc., by providing a speed control loop for compensating an electric inertia torque in proportional to the deviation of the detected car speed from the target speed. ;SOLUTION: A control torque FLC outputted by a dynaomoeter torque controlling unit 20, a running resistance torque FRL, a mechanical loss torque FML, and a detected car speed V are inputted into a target car speed computing unit 25, and a target car speed VR is computed. The deviation of the detected car speed V from the target car speed VR is detected by a variation detecting unit 26, and outputted to a speed amplifier unit 27. This deviation is computed in a limited proportion computing unit 29 and a differentiating computing unit 28 respectively, and the outputs of both computing units 28, 29 are added in an adder unit 30. In a subtractor unit 31, the output of the speed amplifying unit 27 is subtracted from an electric inertia torque FE And along with adding the output of the subtractor unit 31 and the running resistance torque FRL, the mechanical loss torque FML is subtracted in an adder and subtractor unit 14.
