PROBLEM TO BE SOLVED: To realize, with a simple configuration, a noise reduction circuit and to conduct dynamic image compression coding with high image quality. ;SOLUTION: Images denoted by dynamic image data from an input terminal are rearranged in the coding sequence, a motion vector 20 is detected for each macro block by a motion vector detection circuit 2 and the motion vector 20, predicted image data 21 and template data 181 are outputted to a motion compensation circuit 3, where the template data 181 or differential image data between the data 181 and the prediction image data 21 are selected depending on an intra/non-intra discrimination signal 19 and which outputs motion compensation data 24, only when the motion compensation data 24 designated by the intra/non-intra discrimination signal 19 are the predicted image data 21, does the noise reduction circuit 4 conduct noise reduction processing by a clipping characteristic and a DCT circuit 6 encodes the resulting data.;COPYRIGHT: (C)1999,JPO
