PROBLEM TO BE SOLVED: To reduce the height of a base isolation structure, arrange a viscous damper at a position where an exhibition table or exhibition case can be seen with ease even if the viscous damper is applied to a base isolation table, support the base isolation structure without the fear of falling down and eliminate the influence to the vibration energy damping capacity caused by pushing a viscous body aside by the end face of a resistance plate. ;SOLUTION: A viscous damper 1 is provided with a container 2, a dusk 3 relatuvely rotatably arranged in the R direction in relation to the container 2, a viscous body 4 contained in the container 2 and arranged between the container 2 and disk 3 and a transmission means 8, which transmits the relative motion of an intermediate frame in relation to a lower frame in the horizontal direction H as the relative rotation of the disk 3 in relation to the container 2 in the R direction.;COPYRIGHT: (C)1999,JPO
