PROBLEM TO BE SOLVED: To clean a water area system by using positively phytoplankton by a method wherein a space area is surrounded to be held inside, one peripheral part of the surrounded peripheral surface is formed by a non-water permeable material, and the other peripheral part is formed by a water permeable material. SOLUTION: A collecting device 1 has an inner space area 2, which is composed of a box shaped rectangular parallelopiped container having a non-water permeable, floor surface 3 and a surface part consisting of a water permeable upper surface part 4 and a side surface part 5. A gateway 6 for operation is arranged on one surface of the side surface part 5, and a threefold structure comprising a first layer A being the most outer surface, a second layer B being a middle, and a third layer C being the most inner side, is provided. By arranging that in a water bottom part of lakes and marshes of a small water depth, without restraining generation of a phytoplankton in a water area system, a nutrition source such as nitrogen, phosphorus, etc., flowing in by the phytoplankton is reversely absorbed, removed to clean water. Simultaneously pollutants such as the phytoplankton, its dormant spore, etc., are collected to be deposited in the collecting device, and enabled to be recovered without further being diffused in the water area system.
