PROBLEM TO BE SOLVED: To manufacture a cold rolled steel sheet or a galvanized steel sheet having the small variation of material characteristic value or a desired material characteristic value. ;SOLUTION: At the time of manufacturing the cold rolled steel strip, by resetting by succeedingly correcting a working conditions of the manufacturing processes which are preset based on the actual steel component information so as to make the material characteristic value approach the target value according to the priority of change which is decided by taking operability and operating cost into consideration within the operating range which is decided taking the quality influence other than the operability, manufacturing cost and material, or/and the working directing conditions in the downstream stage which is preset by reflecting actual working conditions in the upstream stage of the manufacturing process according to the priority of change which is decided taking the quality influence other than the operability and operating cost into consideration within a certain operating range which is decided by taking the quality influence other than the operability, manufacturing cost and material, the cold rolled steel strip is manufactured based on the reset working conditions.
