The functional layer 4 is formed by the vinylidene fluoride system resin. Respective layers 1-4 are integrally welded by composite spinning to be manufactured. An eccentricity being a value dividing a distance between the center of the core 1 and the center of the element wire 5 with the diameter of the core 1 is 0.03 or below.
