PROBLEM TO BE SOLVED: To obtain the low-cost system which easily connect an observation station and a base station and has high reliability of transmission of observation data by providing the communication means of the observation station and base station with a means for communication over the Internet and transmitting the observation data over the Internet. ;SOLUTION: At the observation station 1, an electromagnetic wave observing means 10 detects and amplifies an electromagnetic wave generated by a natural phenomenon. An observation data processing means A11 finds the amplitude, arrival direction, or the like, of the electromagnetic wave detected by an electromagnetic wave sensor. Further, a GPS device 13 adds accurate observation time information to the observation data. The observation data are stored in a storage means 12. Then the communication means 14 adds a specific heater to the observation data and outputs them to a public telephone network 3 according to the communication protocol of the Internet, and the data are transmitted to the base station 2 through a nearby access point A for the Internet.;COPYRIGHT: (C)1999,JPO
