PROBLEM TO BE SOLVED: To prevent mortar from flowing out and being dispersed in the water by connecting a thin protective plate bent in the inside direction of a side frame in contact with the lower wall face of an upper structure to the upper section of the side frame. ;SOLUTION: A side frame 1 is provided on the splash zone section of steel sheet piles 6, a protective plate 2 is connected to the upper section of the side frame 1, and the upper section of the protective plate 2 is bent inward into contact with the lower wall face 8 of an upper structure 7. A mortar force feed short tube 17 is fitted to an injection port provided with a check valve at the lower section of the side frame 1, one end of a mortar pressing-in hose 23 is connected to the other end of the short tube 17, and mortar 5 is injected and filled into the side frame 1. When the mortar 5 reaches the height of the protective plate 2, the protective plate 2 is closely stuck to the lower wall face 8 of the upper structure 7 by the side pressure of the mortar 5, thus the mortar 5 is completely filled into a form.
