PURPOSE:To provide the subject base-coating agent containing a water-based polymer emulsion and effective in preventing the discoloration of nail by applying to the surface of nail prior to the application of a nitrocellulose-based nail enamel. CONSTITUTION:The objective base-coating agent for nitrocellulose-based nail enamel contains 5-60wt.% (in terms of solid) of a water-based polymer emulsion. The water-based polymer emulsion is preferably a cationic emulsion, which can be produced by adding water to an organic solvent solution (preferably methyl ethyl ketone solution) of a copolymer derived from 2-10wt.% of a monomer having a basic nitrogen atom and a double bond (e.g. N,N- dimethylaminoethyl acrylate) and 90-98wt.% of a hydrophobic monomer having a double bond (e.g. methyl acrylate) and distilling off the organic solvent. The base-coating agent has high film-forming property and film strength, and gives a coating film having excellent water-resistance.
