PROBLEM TO BE SOLVED: To provide an evaluation device and an evaluation method for a gas discharge panel, capable of automatically and rapidly performing the measurement of evaluation items such as its discharge starting voltage and discharge maintaining voltage. SOLUTION: In the measurement of a discharge starting voltage, signals 11a, 12a output from a voltage measuring instrument 11 and a current-to-voltage converter 12 are transferred to a lock-in amplifier 15 by way of a band-pass filter 14. The time at which the phase difference between the oscillation of the signal 11a and the oscillation of the signal 12a changes is detected by the lock-in amplifier 15 and a comparator 16. At the detection timing, a voltage recorder 13 samples the voltage signal 11a and records it as the discharge starting voltage. In the measurement of a discharge maintaining voltage, the time that the voltage signal 11a becomes zero after it has reached its maximum value is detected in a peak-hold circuit 18, a comparator 19 and a signal generator 20. The voltage recorder 13 samples the voltage signal 11a with the detection timing and records it as the discharge maintaining voltage.
