PURPOSE: To regulate operation with a boom operation regulating means even if an earth auger device is in a handing state in a simple construction. ;CONSTITUTION: An earth auger device 16 is mounted on a boom 13 capable of lifting up an intended article in such a fashion that it may be housed by hanging up and lowering while a turning moment which acts on a chassis 11 with a lifting load of a hook 14b is computed with a falling moment computation means. When the computed falling moment exceeds a specified allowable moment, a boom operation regulating means is installed to regulate the operation of the boom 13 to the direction which increases the falling moment. When a hanging state detection means detects that the earth auger device 16 is in a hanging state, a weight adding means adds the weight equivalent to at least the earth auger device 16 when the falling moment is computed.;COPYRIGHT: (C)1996,JPO
