PROBLEM TO BE SOLVED: To conduct the ID code setting work easily, surely, and safely by fixing the ID code of a ratio device on a receiver side, and setting the ID code on a transmitter side variable. ;SOLUTION: A transmitter 1 is set to the ID code settable state via the composite operations of push button keys or a selector switch. The transmitter 1 is set to the power-on state, however the transmission of all operation signals is prohibited. The driving operation input is invalidated, and the numerical input is validated. An operation input detection section 1g detects the push button input and inputs it to an ID code set section 1f. When an 'off' push button is operated, the ID code set section 1f sends the ID code established after being inputted to an ID code memory section 1d to store it. After the ID code is stored in the ID code memory section 1d, the transmitter 1 is released from the ID code settable state, the driving operation input via the push button input is validated, and the numerical input is invalidated.
