PROBLEM TO BE SOLVED: To eliminate the possibility of damage of flood above floor level, by forming a cut-off wall in the stream direction with steel sheet piles and forming a cut-off wall in the breadthwise direction of a river with temporary gates and connecting the cut-off wall of the steel sheet piles and the cut-off wall of the temporary gates through a cut-off rubber material. ;SOLUTION: A cut-off wall 2 is constituted of steel sheet piles and a cut-off wall 4 is constituted of stoplogs-gates 41-43. A cut-off wall 5 is constituted of flap gates 51, 52 and a stoplogs-gate 53, and the cut-off wall 2 and the stoplogs-gate 41 are connected through a cut-off rubber material 6. After water has been conducted into a construction section 1 by opening the stoplogs-gate 4 of the upstream side and handles are pushed up and the flap gates 51, 52 are opened by the stream. When closing them, wireropes connected to fitting metal tools are pulled by a winch or the like. At a flood or a storm, first, the door body of the stoplogs-gate 4 is removed and secondly, the door bodies of the flap gates 51, 52 are opened, to increase the section of the river and avoid the abrupt rise of water level.
