PURPOSE: To allocate a temporary label to a processed object at a high speed by managing the correspondence relation of binarization patterns and label allocation rules and allocating the temporary labels to prescribed picture elements corresponding to the allocation rules. ;CONSTITUTION: In a picture processor 1, a management means 4 manages the label allocation rules 8 and the label allocation rules 8 describe the allocation method of the temporary labels regulated by the binarization patterns indicated by the picture elements inside a window. Then, the management means 4 manages the correspondence relation of the allocation rules 8 and the binarization patterns indicated by the picture elements inside the window.
