PROBLEM TO BE SOLVED: To improve desulfurizing control function by estimating to determine the pH of a liquid absorbent after a required time elapsed from this point of time based on the pH of the liquid absorbent at this point of time and the pH of the liquid absorbent before the required time to increase the precision of the control of the operation number of the circulating pump. ;SOLUTION: A pH estimating computing element 11 for estimating to determine the pH of the liquid absorbent 1 after the required time elapsed from this point of time based on the pH of the liquid absorbent 1 at this point of time and the pH of the liquid absorbent 1 before the required time is provided. That is, relating to the pH estimating computing element 11, the difference between the pH of the liquid absorbent 1 at this point of time and the pH of the liquid absorbent at the time before the required time is determined, whether the difference of pH is proper or not is judged by comparing with the threshold value and when the difference is proper, the pH of the liquid absorbent 1 after the required the elapsed from this point of time is estimated to determine with the rate of change based on the difference of the pH.
