PROBLEM TO BE SOLVED: To detect only an arc light emitting source surely and precisely at the time of the occurrence of arc discharge by a busbar fault, by calculating and detecting numeric values representing a light emitting source which shows a numeric value representing a luminous condition for a specified time continuously and has a limited luminous range. ;SOLUTION: Image data is inputted from an industrial television (ITV) camera 2 and the area of an abnormal part is monitored. And when it is a specified value or more, an alarm condition is raised and it is judged to be an arc discharge fault. Here, an arc discharge range information of an apparatus being in trouble is reported to a system monitoring/controlling system 6. And a time duration from the generation of the alarming condition up to time when the area of the abnormal part returns to a set specified value is measured, and whether or not it is a closed-circuit/ground fault is judged. Consequently, it is possible to perform specified arc detection surely and accurately by removing disturbance light and distinguishing only an arc light emitting source precisely.;COPYRIGHT: (C)1999,JPO
